These article are similar in that they are both written well. They are easy to read and stick to facts.
The are different in the fact that the scholarly article sites references and has no advertisements, which are present in the popular article. Another big difference is that the popular article is very low level and doesn't go into too much detail whereas the scholarly article is very specific.

This popular article is well written and follows an individual after his prison release. The article does also include facts from the year of publication, 2002.
