I was able to find 2 sources that gave statistical information about the ex-incarcerated and they both gave sources of where their information came from but I didn't find much information about how it was actually collected and/or analyzed. I was assuming that the governemtn document would explain this since they are trying to convince us of issues being faced.

The scholarly journal article is interesting. It looks like the researcher compiled his statistics from a variety of sources--some from studies previously conducted on the formerly incarcerated, and some from a sample of individuals that he studied himself. This is why he has to use all of these different formulas to crunch the numbers. Especially problematic is that some of the data comes from different years and different populations, which may be comparing apples to oranges in some cases.
The government document about the work crew program is much easier to follow. It is about one program over a span of four years, and the progress/successes/failures of the program. While the document provides a review of work crew programs from the past, the people writing this report did not make strong comparisons between previous programs and the one featured in the report, to say that it was better or worse.
